Does the Samsung Omnia from Verizon need internet?

I bought the Samsung Omnia a few months ago. My bill got $50 dollars higher since then. And the guy from the store said nothing changes! And the Samsung is a PDA/Smartphone. So am I paying for internet? And for the $50, am I allowed to go on the internet for free?
